In the meantime however suggestion has been made that there is one man highly competent to deal with the Chinese - a person in whom they have confidence - who has more experience than any other man of their habits and feelings - the Colloquial perfect master of language and one who certainly formerly rendered great services to the Government in procuring information through which numerous Piratical vessels and their Crews were seized and destroyed.

The individual to whom I allude is Mr Daniel Richard Caldwell formerly Registrar General of the Colony and who was dismissed from the service after an enquiry into the Civil Service abuses (1860-61) conducted before Sir Hercules Robinson
